Carmarthen Eastern Bypass Involved major in-river works along the upper Towy Estuary, in exactly the stretch where salmon and sea trout pause during their migrational saltwater - freshwater acclimatisation. The Bypass was built following 3 Public Inquiries. Intervention by CFF at the second Inquiry led to the appointment of a dedicated fisheries Consultant. At the final 10 day, 1996 Inquiry, the river authority hadn't done its homework, CCW had to be embarrassed into attendance, neither the Inspector nor the local authority appeared to know the definition or requirements of the pSAC status.
