3. The Inspector's Comments

Mr Mutch was surprised that WGWB had not 'stressed the need more strongly'. He was aware of Manorafon and described it as 'authorised for a ten year period from 1965 and was necessary as a temporary expedient until a major new source could be promoted and constructed'. He agreed that Cray and Usk should be transferred, but commented that if they were retained, together with existing resources, the demand deficiency would not arise until 2007.

3.1. SWWRA's representations concerning the Prescribed and Minimum flows were accepted on the basis of the 'comparatively small abstraction proposed of 86mgd'. The capitalised sum of £50,000 for the maintenance and operation of the fishery scheme 'is low'. The future management of the scheme was left pending operational experience.

3.2. Specific responsibility for damage to fisheries, and for accelerating improvements to sewage treatment at Carmarthen, were evaded.

3.3. Despite Ty-Castell's unsuitability, it was written into the terms of abstraction.
